NDIS support item: Early Intervention Supports for Early Childhood (registration group 0118): Capacity Building Supports for Early Childhood Interventions

Two doors for young children, and which one is yours

Since 1 October 2026 there have been two pathways for young children with developmental concerns. Thriving Kids is the Australian Government program for children aged 8 and under with developmental delay or autism and low to moderate support needs. It began with universal supports, such as supported playgroups for children aged 5 and under and a national information service; from January 2027 the states start rolling out targeted supports like speech therapy. NDIS access rules do not change until 1 January 2028.

The NDIS early childhood approach continues for children with permanent and significant disability, including children with developmental delay or autism who have high support needs. It covers children younger than 6 with developmental delay, who do not need a diagnosis, and children younger than 9 with disability. An NDIS early childhood partner is the first contact: they connect families to community supports, provide short-term early intervention and help with an access request if a plan is needed.

Newdawn is a registered NDIS provider, and early childhood intervention is one of our existing clinical services. We are not an early childhood partner and we do not run Thriving Kids, so we cannot decide which door your child goes through. We can explain the rules plainly, point you to the right contact and, once your child has NDIS funding, deliver the therapy and coaching the plan pays for. Our NDIS eligibility guide and how the NDIS works cover the basics.

What is included

Six things early childhood intervention includes

Funded from the early childhood budget in your child's plan, and delivered where your child actually spends the day.

A key worker who knows your family

One lead practitioner who coordinates the team, comes to your home or kinder, and is the person you call. Fewer strangers, more consistency.

Therapy built into routines

Speech, movement, play and daily living skills worked on at mealtimes, bath time and the playground, not only in a clinic room.

Coaching for parents and carers

You learn the strategies, because you are with your child far more than any therapist. We show, you practise, we adjust together.

Kinder, childcare and school support

Visits to your child's educators, shared strategies, and help with the move into primary school so the first term is not a shock.

Goals written in plain language

Goals you understand and can see progress on, with reports written for the NDIA as well as for you.

Working with the health team

Paediatricians, Monash Children's Hospital clinics, maternal and child health nurses and GPs kept in the loop, with your consent.

Funding, in plain English

Which budget pays, and what it costs

For children with an NDIS plan, early childhood intervention sits in the Capacity Building part of the plan, usually under Improved Daily Living, as Capacity Building Supports for Early Childhood Interventions. The NDIA sets the amount based on your child's needs, and it is flexible across the professions involved. Our guide to NDIS funding explains how to read the plan.

The NDIS Pricing Arrangements set a price limit per hour by profession. For the 2026-27 year the limits for early childhood intervention professionals are $193.99 an hour for occupational therapists, speech pathologists and other early childhood professionals, $183.99 for physiotherapists and $252.99 for psychologists. Travel, reports and telehealth have their own line items, and we tell you before any appear on an invoice.

Thriving Kids supports are not paid from an NDIS plan: the Commonwealth and the states fund them, delivered through community, health and education services. The new Medicare three-year-old health check through your GP, rolling out from November 2026, sits alongside both pathways. If your child does not have an NDIS plan, we say so plainly rather than selling you therapy you may not need.

Price limits change each July, and the Thriving Kids rollout is still underway. The figures above are the current NDIS Pricing Arrangements and Price Limits; check ndis.gov.au or ask us for the latest.

How it works

From first worry to a plan that works at home

  1. 01

    Talk to us

Call or refer online. We listen to what you have noticed, explain the two pathways, and tell you honestly whether an early childhood partner, Thriving Kids or an NDIS provider is the right next call.

  2. 02

    Getting to know your child

Once there is NDIS funding, a key worker visits at home or kinder, watches how your child plays, eats, moves and communicates, and agrees goals with you.

  3. 03

    Therapy and coaching

Regular sessions in your child's real routines, with strategies you and the educators practise between visits. We adjust as your child changes, which is often.

  4. 04

    Reviews and transitions

Progress reports for the NDIA, planning for kinder and school, and a clear conversation about what happens as your child approaches 9.

Close to home

Working across Casey, Cardinia and the Peninsula

Our head office is in Cranbourne, and most of our early childhood work happens in family homes, kinders and primary schools around Cranbourne, Clyde North, Pakenham, Officer, Berwick and Narre Warren. We work alongside the paediatric and developmental clinics at Monash Children's Hospital in Clayton and Casey Hospital in Berwick, and with the maternal and child health nurses who often notice a concern first.

We also see families in Dandenong and Frankston and across Melbourne's south-east. Our Caboolture office in Queensland and West Perth office in Western Australia run the same key worker model, and each office keeps track of the Thriving Kids supports being developed in its state.

Questions we get asked

Straight answers.

If yours is not here, call and ask. It is what we are for.

What is Thriving Kids?

Thriving Kids is the Australian Government program, co-funded with the states and territories, for children aged 8 and under with developmental delay or autism and low to moderate support needs. It started on 1 October 2026 with universal supports such as supported playgroups and a national information service. From January 2027 the states begin rolling out targeted supports such as speech therapy. It sits outside the NDIS.

Does my child need a diagnosis?

Not for the NDIS early childhood approach if your child is younger than 6: developmental delay is enough, and an early childhood partner can start early connections without a formal diagnosis. Children aged 6 to 8 generally need to meet the NDIS disability requirements, which usually means a diagnosis and evidence of its impact. Thriving Kids targeted supports will need an assessment, not necessarily a diagnosis.

What happens at age 9?

The early childhood approach ends when a child turns 9. Children with an NDIS plan move to the general NDIS pathway with a local area coordinator, and eligibility is assessed under the disability requirements that apply to everyone aged 9 to 65. Thriving Kids also ends at 9. We start planning the transition well before the birthday so reports, evidence and school supports are ready.

Will my child be moved off the NDIS to Thriving Kids?

Not now. Nobody is being moved off the scheme, and NDIS access rules do not change until 1 January 2028. From then, children aged 8 and under with developmental delay or autism and low to moderate support needs are expected to be directed to Thriving Kids, while children with permanent and significant disability stay eligible. Existing participants continue to be reassessed under the usual rules.

Which professionals are on my child's team?

It depends on your child's goals and plan. Early childhood intervention teams draw on speech pathology, occupational therapy, physiotherapy, psychology and early childhood education, with one key worker leading. We tell you which professions your child's plan funds and who is involved, and refer on when a need is outside our team. We do not pad a team to use up a budget.

Do you work with my child's kinder or school?

Yes, with your consent. Educators spend many hours a week with your child, so strategies have to work in the room, not just at home. We visit kinders, childcare centres and primary schools, share the plan with educators in plain language, and help plan the move into school. School-based supports are a separate system, and we are honest about where our role ends and the school's begins.

Can therapy happen at home instead of a clinic?

Yes, and for young children it usually should. Children learn best in the places and routines where the skill is needed: mealtimes, the bath, the sandpit, the kinder gate. Home and community visits are standard for us, with telehealth for check-ins when that suits. Provider travel is a separate NDIS line item, and we explain it before the first visit.

Do you support families who speak a language other than English?

Yes. We support families in 17 languages and Auslan, and arrange interpreters for assessments and planning meetings so you understand every decision. Many developmental concerns look different across cultures and languages, and a child learning two languages is not delayed because of it. We take the time to understand how your family communicates before anyone measures your child against a checklist.
